Ricardo Espinoza

Ricardo has worked for more than ten years in skills, education and training, labour market and social policy in both academic and international contexts.

At the OECD, Ricardo Espinoza is Project Lead at the OECD Center for Skills. He performs comparative policy analysis and works collaboratively with diverse countries helping them to identify policy priorities and develop concrete and tailored policy advice, and provide implementation and technical support.

He has led projects in numerous countries including Slovakia, Finland, Austria, Portugal, Malaysia, Thailand, Mexico, Romania, and Bulgaria. He has also led thematic projects focusing on quality assurance and governance, in addition to authoring numerous research papers at the intersection of labour economics and education economics.

A Chilean national, he holds a Ph.D. in Economics from the University of Maryland, and a Bachelor’s degree in Mechanical Engineering from the Pontificia Universidad Católica de Chile.
